ACCOUNTANT (III - Senior) (Accounting Services) (HQ - Westminster)

Responsible for planning and monitoring the accounting services process, providing technical direction, establishing and maintaining accounting systems to record and interpret financial data and perform analytical and development duties in support of the accounting services function.

  • Bachelor's degree in Accounting or closely related discipline.

  • Eight (8) years of progressive related professional level accounting experience. One (1) year of senior or lead accountant experience.

  • Extensive working knowledge of accounting principles and practices, GAAP and reconciliation procedures.

APPRENTICE SUBSTATION TECHNICIAN (Montrose) (Montrose, CO)

Location: Transmission West (Montrose) Pay Range: $25.87hr/minimum - 35.69 hr/maximum

MINIMUM QUALIFICATIONS

  • Must have a satisfactory work record.

  • Must have passed or be able to pass prior to accepting the position:

TABE Reading

SRA Mechanical Comprehension tests.

AND

  • Must successfully complete the ‘Technical Apprentice Qualification’ test with a 75% or better score.

  • Must successfully pass a Background check.

  • Must have and maintain, or be able to obtain within 180 days, a valid Colorado Class "A" Commercial Driver's License (CDL) with Tanker endorsement, to include NO/Tractor/Trailer and, no Air Brake restrictions.     • Must be capable of obtaining and maintaining First Aid and CPR cards within six months of hire and have the ability to perform First Aid and CPR.

BUSINESS SYSTEMS MANAGER (HQ - Westminster)

Manage and direct the Tri-State Business Systems Support group as the interface between users and the Information Technology functional area. Promote and ensure efficient use of enterprise business applications, ensure timely user support, collaborate with Tri-State users to improve work flow processes, manage prototyping of solutions, assist with development of effective reporting, and provide consistent security administration. Also responsible for project management on a global basis for numerous Business Systems projects.

  • Bachelor’s degree in Computer Science, Management Information Systems or related area or equivalent combination of education and/or experience.

COMBUSTION TURBINE FOREMAN – Burlington, CO (Generation West - Burlington, CO)

Responsible for supervising, directing and training others, as assigned, in performing safe and efficient plant operations and maintenance activities at the Combustion Turbine sites and for assisting with the planning, developing and coordinating of predictive and corrective maintenance of Combustion Turbine equipment.

  • Two (2) years as a Senior Combustion Turbine Technician or three (3) years of experience as a Journey Level Combustion Turbine Technician.

  • Eight (8) years of combined education and experience in the combustion turbine field.

    AND

  • Working knowledge of standard methods, policies, practices and procedures as well as the ability to plan and perform a sequence of duties and direct a group of workers. Ability to conduct training of others in plant operations and maintenance practices and procedures.

  • Ability to develop and analyze guidelines for plant maintenance activities, procedures and technical manuals within the guidelines consistent with corporate policies, procedures and government requirements.
  • Must have strong mechanical and electrical troubleshooting and repair skills in order to operate and maintain combustion turbine equipment.

  • Willingness to travel up to 10-15% of time.

  • Must possess a valid driver's license (or have the ability to obtain one).

  • Must be willing and able to maintain First Aid and CPR certification, spill/waste handling training requirements and the ability to perform First Aid, CPR and apply spill/waste training, respirator training and testing, and obtain opacity certification twice per year.

  • Willingness to work with high voltages, obtain switching certification, and perform high voltage switching.

ENGINEER I - II (Environmental Services) (HQ - Westminster, CO)

Responsible for assisting with ensuring compliance with environmental laws and regulations in the operation of generation and transmission facilities and in assisting with the planning, directing and coordinating of projects; and interpreting environmental laws and rules as they apply to the system.

(Requirements listed below are for the Engineer II position. Requirements for the Engineer I are similar but less in overall experience.)

  • Bachelor of Science Degree in Chemical, Mechanical, Environmental or related engineering discipline.

  • Two and one half years (2 1/2) of experience with environmental compliance preferably in electric utility operations.

  • Knowledge of CAA, CWA, RCRA, TSCA, DOT, NRC and OSHA and implementing regulations including permitting, emissions monitoring and calculations, recordkeeping, reporting and compliance auditing.

  • Knowledge of environmental engineering practices and principles relating to power production facilities, to include thermal power equipment and pollution control equipment.

  • Knowledge of power generation and transmission construction, operation, and maintenance, preferred.

  • Working knowledge of safety policies and procedures.

  • Ability to work with a wide variety of people.

  • Ability to communicate effectively, both orally and in writing.

ENGINEER III (EMS/MDMS) (HQ - Westminster)

This position is responsible for providing engineering support in the design, installation, testing, operation, maintenance, and interfaces of Tri-State’s Energy Management System (EMS) and Meter Data Management System (MDMS).

  • Bachelor's degree in Electrical, Electronic or Instrumentation and Control engineering.

  • Five years of related progressive experience including three years in the design, coordination, and installation of power utility control systems.

  • Working knowledge of real-time power systems applications software including, Load Flow, AGC and State Estimation.

  • Working knowledge of client/server systems, personal computers, computer peripherals, computer architecture, computer networks, and Remote Terminal Unit (RTU) equipment.

ENVIRONMENTAL PLANNER (Air Quality) (II - Senior) (HQ - Westminster)

This position is responsible for assisting in developing, planning, preparing and monitoring environmental studies and reports for assigned projects regarding air compliance programs. This includes managing compliance activities associated with construction, PSD, Acid Rain and Title V permits at complex facilities in multiple states.

  • Bachelor's degree in physical or biological sciences or related area, or equivalent combination of education and/or experience.

IT SYSTEM ANALYST (SharePoint) (II - Senior) (HQ - Westminster)

Responsible for leading projects in the development and maintenance of application software for business, engineering and operations functions in a client/server environment and responsible for serving as the technical resource for SharePoint software requirements for assigned applications.

JOURNEY LEVEL SUBSTATION TECHNICIAN (Heavy Apparatus) (Las Cruces) (Transmission Maintenance South - Las Cruces)

Responsible for the safe and efficient maintenance and operation of substations.

Accountable to a lead or foreman level technician for all substation maintenance, training and operation functions.

  • Six (6) years of combined education and experience in the electrical and electronic field. This would consist of:

The equivalent of technical training received in an Associate Degree Program in Electronics Engineering Technology with advanced studies in industrial electrical, Electro?mechanical controls, hydraulic, phuematic devices, and digital systems control logic;

MINIMUM QUALIFICATIONS

1. Must have a satisfactory work record.

2. Must have and maintain a valid Colorado Class R Driver's License.

4. Must successfully pass or be able to pass the following test prior to accepting the position:

(a) TABE Reading

(b) TABE Math

(c) Mechanical Concepts Test

(d) Tri-State’s Entry Level Welding and Cutting test

5. Must have successfully passed or be able to pass the following classes within six (6) months of receiving bid:

(a) Clearance Order Procedure

(b) Confined Space Entry Procedure

(c) EHS Basics

6. Must have successfully passed Tri-State’s Welder Apprentice Program,

OR

Must have three (3) years welding experience with at least two (2) of those spent working on

boilers and/or high pressure piping,

Must have met Section IX of the A.S.M.E. code, acceptance criteria for the listed skills test, following Tri- State’s welding procedures: SMAW carbon/stainless steel 2” sch. 160 pipe 6G position with E-9018B3L/E-309-16 and GTAW carbon/stainless steel 2” sch. 160 pipe 6G position with ER-90B3L/ER-309-16.

8. Must be willing to demonstrate an ability to weld aluminum with GTAW and GMAW processes and carbon steel with GMAC processes.

9. Must be able to demonstrate the capability of performing all of the essential functions of the position as defined in the Job Description and Job Analysis forms.

LINEMAN (III - Journey Level) Rio Rancho, NM (Rio Rancho Field Facility)

Responsible for all construction and maintenance work assigned in accordance with RUS specifications or as indicated by the engineer, while training others as assigned.

LINEMAN (Projects) (IV - Journey Level) (Cheyenne Field Facility)

Responsible for the safe and efficient maintenance, operation, and installation and modification of line and substation equipment.

• Six (6) years of education and/or experience in line construction and the physical construction of substations. This would consist of:

o The equivalent of technical training received in an Associate degree program in electrical utility maintenance and construction with studies in structures, apparatus, and equipment usage (i.e., aerial manlifts, hydraulic booms, diggers).

AND

o Two (2) years practical experience and/or be able to demonstrate knowledge in the layout and construction of various substation and line foundations to include layout, forming, and proper soil preparation and compaction.

o Two (2) years practical experience and/or be able to demonstrate knowledge of substation physical construction. This would include steel erection, apparatus moves.

o One (1) year practical experience and/or be able to demonstrate knowledge of line construction. This would include wood structures and steel structures.

o One (1) year practical experience and/or be able to demonstrate knowledge in bus installation, basic bus welding techniques, switch installation and maintenance, concrete demolition, grounds installation, conduit installation, and cable installation.

o Must be capable of satisfactorily interpreting and teaching subordinates physical prints.

REAL TIME MARKETER TRAINEE (HQ - Westminster)

The Real Time Marketer Trainee will develop proficiency in the responsibilities of the Real Time Marketer. The position is responsible for monitoring the hour-to-hour use of Tri-State resources, purchased power, and off-system transactions and ensuring that adequate resources are available to meet all Tri-State load obligations, including spinning and non-spinning reserve requirements, within the operational parameters set forth by the regulations, reliability standards and business practices established by the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Regional Reliability Organizations (RRO) and the North American Energy Standards Board (NAESB).

  • Bachelor's degree in Business, Economics, Engineering, Finance or other related discipline or an equivalent combination of experience and/or education.

  • Must be willing to work 24/7 rotating shift, overtime and holidays.

  • Zero (0) to two and one half (2 ½) years of related commodity trading experience preferably in the electric utility industry.

SAFETY AND HEALTH COORDINATOR (I - Senior) (HQ - Westminster)

Position is responsible for providing assistance to Corporate Safety (CS) personnel with administering the safety and health (S&H) training program. . Serve in an advisory capacity to Committees of the Board of Directors.

QUALIFICATIONS

. Bachelor's degree in Math, Engineering, Economics or Computer Science or in related scientific technical area is mandatory. Masters is comparable field desired.

. Ten (10) years of experience in Information Technology, including five (5) years of senior management responsibility. Electric utility experience desired.

. Must have a demonstrated ability to productively manage a large staff of Information Technology professionals and to coordinate with business systems analysts for Enterprise systems and for operational systems development and operations. Specific and verifiable staff accomplishments and staff achievement is required.

. Must have a demonstrated ability to conduct successful negotiations, demonstrating a knowledge of negotiating skills and a personal demeanor and conduct appropriate for a senior Information Technology manager.

. Must have a demonstrated ability to manage vendors and consultants in accordance with Enterprise objectives regarding intellectual property development, utilization of non-Tri State resources and

. Must have a demonstrated ability to communicate effectively with internal and external staff of varied disciplines, resolve disputes and create collaborative approaches to solution development. Verbal and writing skills are important qualifications.

. Must have a demonstrated ability to prepare and deliver technical and non-technical presentations to staff, customers, clients and Board of Directors. Such qualifications are mandatory and must be verifiable.

o Two (2) years of practical experience and/or be able to demonstrate knowledge in testing, calibrating, inspecting and repairing protective relay devices and revenue meters;

TRANSMISSION SYSTEM OPERATOR OR SYSTEM OPERATOR (HQ - Westminster)

Responsible for coordinating system operations for Reliability and Transmission activities for the Tri?State interconnected system. This position is tasked with the authority and responsibility to operate the Tri-State transmission system in such a manner as to comply with all applicable North American Reliability Council (NERC) and Regional Entity Reliability Standards.

This position is for a new experienced NERC-certified operator or promotional level position for a Transmission Operator.

(Requirements listed below are for System Operator position. Requirements for the Transmission System Operator are similar but less in overall experience.)

  • Completion of Tri?State System Operator Trainee Program and two (2) years experience as a Transmission Operator or an equivalent level of experience on an interconnected electrical system (two (2) years).

  • Working knowledge of algebra, geometry, and basic principles of physics including electrical and mechanical theory, AC and DC currents, and the fundamentals of power flow.

  • Must be NERC-certified (Reliability Coordinator (RC) preferred, Transmission Operator (TO) acceptable) and maintain certification by obtaining required continuing education hours.

  • Working knowledge of electrical utility systems, equipment and all phases of operations.

  • Working knowledge of corporate security and fire alarm system and related procedures.

  • Working knowledge of internal safety rules and equipment.

  • Excellent communication skills, both oral and written.

  • Ability to direct the work of other Operators and assist in the training of new employees and/or trainees.

  • Ability to distinguish colors.

  • Ability to maintain good working relationships with both internal and external contacts.
