ENVIRONMENTAL PLANNER III - SENIOR (CAA - Permitting New Resources) (HQ - Westminster, CO)

Responsible for assisting in environmental studies and permitting for new generation resources and monitoring environmental studies, activities and reports for assigned projects.

  • Strong knowledge of the Clean Air Act (i.e. air quality permitting including PSD/NSR, Title V, and Acid Rain) a must.
  • Strong applied knowledge and experience with state and federal air regulations and with hands-on regulatory expertise including permitting, emission calculations, record keeping, reporting and auditing for compliance with the Clean Air Act.

GENERATION TECHNICAL ANALYST (COMPLIANCE AND TRAINING) I - SENIOR (HQ - Westminster, CO)

Responsible for assisting the Compliance Program Manager with the development and preparation of evidence that documents and demonstrates Tri-State's compliance with North American Reliability Council (NERC) standards, policies, practices, and procedures as they apply to power generation facilities. Also responsible for providing required training for the Generation Engineering staff and all production facilities.

(Requirements listed below are for a Senior Analyst. Applicants with less experience will be considered for a lower level position.)

  • Bachelor's degree in Information Technology, Business Administration or related discipline or equivalent combination of education and experience.

  • Eight (8) years of experience in electric power generation operations and/or maintenance including experience with plant systems, equipment and facilities. Experience with training materials development and instruction delivery, preferred.

  • General to advanced knowledge of the use and application of electric utility industry codes, standards, and governmental regulations that are applicable to power generation, including NERC, Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and American Society of Mechanical Engineers (ASME).

GENERATION TECHNICAL PROJECT MANAGER (HQ-Westminster, CO)

Responsible for ensuring that project and management assistance and guidance are provided for the construction of generation and transmission facilities, for the development of plans, schedules and budgets, and for the development of appropriate controls and reporting relationships.

(The responsibilities of the position are dependent on the progress of the proposed Colorado Power Project, but may include the following.)

  • Bachelor of Science degree in engineering, construction management or related discipline, or equivalent combination of education/training and experience gained through progressively more responsible positions.

  • Ten (10) years of progressive related experience in coal fired power generation design or operations.

  • Experience managing, directing and coordinating power generation design and study consultants.

JL SUBSTATION TECHNICIAN (Heavy Apparatus) (Las Cruces, NM) (Transmission South - Las Cruces, NM)

Responsible for the operation and maintenance of high voltage substations heavy apparatus equipment and facilities.

  • Requires six (6) years of combined education and experience in the electrical and electronic field. This would consist of:

  • (a) The equivalent of technical training received in an Associate Degree Program in Electronics Engineering Technology with advanced studies in industrial electrical and Electro mechanical controls and digital systems control logic; and,
  • (b) Four (4) years of practical experience and/or be able to demonstrate knowledge in the maintenance of high voltage substation heavy apparatus equipment and facilities and control equipment which must include:
  • Three (3) years and/or the equivalent knowledge of electric power substation apparatus maintenance experience involving testing of power transformers, testing and repairing of power circuit breakers and electrical insulation system testing and repair.

    One (1) year and/or the equivalent knowledge of practical experience in testing, calibrating and repairing protective relay devices and revenue meters; and

  • (c) Must be capable of satisfactorily interpreting electrical schematic diagrams, wiring diagrams and control logic.
  • Have thorough knowledge of the practices used in the electric power industry.

  • Be willing and able to work extra and irregular hours as the utility needs may require, and willing to work under unusual or special working conditions; storms, extreme temperatures, winds, darkness.

LINEMAN I - JL (Rio Rancho, NM) (Rio Rancho, NM)

GENERAL RESPONSIBILITIES:

The Lineman position is responsible for all construction and maintenance work assigned in accordance with RUS specifications or as indicated by the engineer, while training others as assigned. This includes construction and maintenance on transmission conductors, structures, and equipment, both energized and de-energized. The Lineman will be responsible for appraising the condition of the line, equipment and right-of-way while performing regular duties. Carries out work order assignments, interprets prints, prepares daily time sheets, material tickets, field and inspection reports as required.

JOB REQUIREMENTS - (Requirements listed below are for a Journey Level Lineman. Lineman I, II, III & IV require less experience)

  • Two year degree or certificate of completion in power line operations, maintenance and construction, or comparable education and training obtained at a power line school, or equivalent experience.

  • Four years of relevant experience.

  • Have good health and physical ability adequate for strenuous work.

  • Must be able to climb wooden and steel structures up to 300 feet.

PARALEGAL (I - SENIOR) (HQ - Westminster)

The Paralegal is responsible for research and technical assistance to the Assistant General Counsel, Senior VP/General Counsel and the Legal Services team. The duties for this position will include drafting or assisting with the drafting of legal documents to include those related to land rights, contracts, partial releases, UCC filings, financing documents, summaries, correspondence and pleadings for FERC filings or other pleadings. The Paralegal will prepare, maintain and control records, documents and exhibits related to projects; conduct and provide the results of legal research on various topics as assigned, and investigate and research relevant factual and legal issues for attorney review.

(The duties listed below are for a Senior Paralegal. The duties for the Paralegal I and II are similar but less in overall scope and responsibility).

PERMITTING AND LAND RIGHTS MANAGER (HQ - Westminster, CO)

Responsible for planning, directing, and managing land and land rights functions including coordinating, acquiring, and negotiating land rights regarding proposed transmission/generation facilities, and for acquiring the necessary permits therefore.

RELIABILITY COMPLIANCE SPECIALIST (HQ - Westminster, CO)

Execute the Company's compliance plan, assists in the development of processes and procedures to be used in the discharge of compliance activities, and verifies compliance with all applicable North American Reliability Council (NERC) Reliability Standards. Other responsibilities include the management and implementation of Reliability Standards Compliance tracking programs, training, and assisting employees and coop members with interpretation of NERC Reliability Standards and its Reliability Entities.

SENIOR MANAGER, TRANSMISSION CONTRACTS, RATES AND POLICY (HQ - Westminster)

Under executive direction of the Senior Vice President, Transmission is responsible for the overall management of the following functions:

  • Development and implementation of rates for the use of transmission facilities.

  • Development and administration of transmission related contracts.

  • Development and coordination of transmission policy.

SYSTEM ANALYST (I - SENIOR) (HQ - Westminster, CO)

The IT System Analyst is responsible for leading projects in the development and maintenance of application software for business and engineering functions in a client/server environment. This involves leading project teams in the establishment of requirements, procedures, methodology, and tracking for complex user applications from inception to implementation; preparing work plans and coordinating the activities of the IT project team participants; and performing complex applications programming as well as developing programming standards and procedures.

(The general requirements listed below are for the Senior System Analyst position. The requirements for the System Analyst I - III are similar but less in overall scope).

  • Bachelor's degree in Computer Science, Management Information Systems or related area or equivalent combination of education and/or experience.

  • Eight (8) years of progressive applications development programming experience in a medium to large computer system and client/server environment.

  • Extensive knowledge of application development, support and maintenance including business, engineering and/or operations, and programming methodology, procedures and concepts.

  • Extensive knowledge of Oracle client/server applications development tools, report writers and database. Extensive knowledge of computer operating systems including Windows, VMS, UNIX, and/or Windows NT.

  • Extensive knowledge of structured system analysis and design methodologies.

  • Extensive knowledge of PC equipment, printers, modems, network and related computer equipment and personal computer software.

  • Extensive knowledge of computer network protocols such as TCP/IP, SQL*net, Decnet, LAT, and related protocols.

In order to be considered for the System Analyst, all candidates MUST have:

  • 3+ years experience with Cobol software development
  • 3+ years experience developing applications with Oracle PL-SQL

TELECOMMUNICATIONS TECHNICIAN IV - JL (Backup Control Center - Frederick, CO)

This position is responsible to the Telecommunications Maintenance Superintendent or Foreman for performance of preventive and corrective maintenance in servicing of Telecommunications and EMS field equipment.

The responsibilities of the Telecommunications Technician IV are similar but may less in overall responsibility .

  • Five (5) to Six (6) years of combined education and experience in the electrical and electronic field. This would consist of:

  • The equivalent of technical training received in an Associate Degree program in Electronics Engineering Technology with advance studies in radio communications (including microwave), data communications and digital systems (including microprocessors, peripheral equipment, and programming), and networking principles;

  • Three (3) to Four (4) years of practical experience and/or be able to demonstrate knowledge in maintenance of electronic telecommunication and digital systems.

  • Electrical utility experience desirable.

  • Maintain a current FCC Radio-Telephone license, or industry certification.

  • Willingness to travel up to 75 percent of working time, including overnight travel. (Possession of valid driver's license or ability to obtain required.)

TELECOMMUNICATIONS/SCADA MAINTENANCE SUPERINTENDENT (Rio Rancho, NM) (Rio Rancho Field Facility)

This position is responsible for planning, directing and coordinating the Tele­com­mu­ni­ca­tions/SCADA maintenance within an assigned area of operations.

  • Ten (10) years of combined education and experience in electronic field. This would consist of:

- The equivalent of technical training received in an associate degree program in electronics engineering technology with advance studies in radio communications (including microwave) and digital systems (including microprocessors, peripheral equipment, and programming);

  • AND

- Six (6) years of practical experience and/or be able to demonstrate knowledge in maintenance of tele­com­mu­ni­cation/ digital systems as follows:

- Two-way radio system testing, inspecting and repair.

  • Microwave radio and multiplex carrier systems.

TRAINING COORDINATOR (Learning Management System) (HQ - Westminster, CO)

Responsible for day- to- day operation of the Tri-State Learning Management System (LMS) and production coordination of e-learning and on-line course development. Also responsible for working directly with Tri-State employees and Training Coordinators for each company business unit and contractors used for the development and integration of e-learning courses, exams, on-the-job training evaluations and other LMS resources.

  • Associates degree in a technology relevant to the development of e-learning module development, training program development, or closely related field, or equivalent combination of education and experience.

TRAINING COORDINATOR (TRANSMISSION/LINEMAN) (HQ Westminster, CO or may be located at any staffed Transmission System Field Facility)

This Training Coordinator position is responsible for planning, developing and conducting training courses specific to the operation and maintenance of the transmission system. This will include reviewing and evaluating available training resources, both internal and external and providing recommendations; evaluation of on-going training programs to monitor employee progress and/or improve results; and keeping informed of maintenance and construction methods and materials in the industry and recommending needed changes. Requirements for this position are:

  • Associates degree or certificate in powerline operations and maintenance or construction, or electrical technology or closely related field, or equivalent combination of education and experience.

  • Seven to ten years of experience in a responsible position covering the phases of transmission operation and maintenance work including experience as a transmission Lineman.

  • Knowledge of training development, including instructional methods and training aids.

  • Ability to effectively conduct classroom instruction, and prepare and present written training material, including visual and audio aids.

  • Thorough knowledge of power utility transmission line construction standards, work practices, safety rules, transmission line equipment, and OSHA rules and regulations that apply to transmission line operations and maintenance.

  • Ability to effectively use and apply personal computer and related business applications software and materials particularly associated with training development functions.

TRANSMISSION OPERATIONS ASSISTANT I - II (HQ - WESTMINSTER)

The Transmission Operations Assistant (TOA) works within the System Operations group and is responsible for acknowledging and responding to real-time Open-Access Same-Time Information System (OASIS) requests for transmission reservations and usage, and Electronic Tagging of energy transactions. Responsible for accuracy of Available Transmission Capacity (ATC) and posting of Tri-State G&T transmission information to the open market. The TOA will assist System Operations personnel in normal and critical situations and in data recording.

(Requirements listed below are for a TOA II. Duties for a TOA I are similar but with overall less responsibilities.)

  • Associates degree in basic Electricity, Mathematics or Accounting or equivalent experience and one (1) year of experience as a Transmission Operations Assistant. Must also have at least two (2) years experience with word processing, spreadsheets, and data base applications. Must have high school education or equivalent (GED).

  • Must have current NERC certification or be able to obtain this certification within nine months of hire date

  • Should have working knowledge of electrical terms and their meanings and be able to communicate with field personnel from Tri-State and neighboring utilities.

  • Strong knowledge of computer terminals and programs, including data monitoring and data transmittal.

  • Understanding of transmission and generation concepts, facts, and operational information.

  • Ability and motivation to work independently with strong attention to detail and accuracy.

  • Ability to judge situations and determine an appropriate course of action.

  • Ability to multi-task and handle high stress situations.

  • Must be willing to give and receive instruction/information with peers, share working space and tools.

  • This position will require working rotating twelve (12) hour shifts.

  • Must be willing to travel for training needs or as otherwise required.
