Provide executive/information technology assistance and guidance to the Senior Vice President/ Business Strategy, Research and Development, Information Technology Executive Steering Committee, and the Board of Directors in the development of major corporate objectives, budgets, in the review of plans, and in the development of appropriate controls and reporting relationships. Provide framework for developing Enterprise and operational software applications and technology platforms that position the organization for to meet future requirements and objectives. Provide processes and methods to evaluate, analyze and forecast the technology performance of the organization.
SCOPE
Under executive direction of the Senior Vice President/Business Strategy, Research and Development is responsible for the overall management of the following functional areas:
. Applications software evaluation, development, test and production, implementation and maintenance.
. Computer Operations/Network installation, operations and maintenance.
. Client Services support and maintenance.
RESPONSIBILITY
. Responsible for ensuring development of a strong client/services relationship between IT staff, business systems analysts and end users to attain Enterprise goals and objectives and for strong governance alignment with the end-user community in achieving support and prioritization of projects and resource utilization.
. Responsible for ensuring effective execution against operating and capital budgets.
. Responsible for ensuring effective use of forecasting methods to develop operating and capital budgets and alignment of human capital and external resources to meet Enterprise goals and objectives, including to meet Member Systems needs and requirements.
. Responsible for creating strategic service provider partnerships.
. Responsible for ensuring Enterprise and operational technology activities and achievements are appropriately documented and communicated to the Enterprise.
. Responsible for ensuring development of technology platforms that lead Enterprise and operational needs balancing business advancement with the realities of the business.
. Responsible for ensuring effective diagnosis, correction and post mortem analysis of problems, error, and root cause to support program, system and process modification and efficient Enterprise and operational activities.
. Responsible for defining key performance metrics/indicators based on Enterprise objectives.
. Responsible for aligning technology risk management with Enterprise risk management.
. Responsible for data and architecture security and reliability.
. Responsible for monitoring and managing effective incident resolution.
ACCOUNTABILITY
. Participate in the planning of overall corporate structure and strategies to attain corporate goals and objectives; establish performance objectives for all assigned staff and effective use of performance reviews.
. Recommend objectives develop specific short-term and long-range plans and programs and supporting requests.
. Ensure that the development of policies, procedures and programs for functional areas are consistent with corporate goals and objectives.
. Ensure that functional area plans and programs are properly implemented and advise Senior Vice President/Business Strategy, Research and Development of all internal and external conditions/trends that may affect attainment of goals and objectives and/or impact overall corporate activities.
. Review and assess the quality, control, content, effectiveness and economy of functional area activities and implement changes to meet corporate needs, business trends and to ensure maximum utilization of resources.
. Participate in negotiations and insure that contracts and agreements reflect the best terms for achieving corporate goals and objectives.
. Provide leadership and management direction to managers; plan and provide for staff development; set high standards of professional, technical, and business conduct and performance for functional area personnel; and ensure equitable treatment for all employees.
. Ensure all reporting requirements are met and records are properly maintained in compliance with government regulations (including RUS).
. Coordinate efforts both internally and externally while ensuring good communications and working relationships are maintained.
. Serve in an advisory capacity to Committees of the Board of Directors.
. Represent Tri?State at various meetings of utility organizations, committees, and joint participation projects.
QUALIFICATIONS
. Bachelor's degree in Math, Engineering, Economics or Computer Science or in related scientific technical area is mandatory. Masters is comparable field desired.
. Ten (10) years of experience in Information Technology, including five (5) years of senior management responsibility. Electric utility experience desired.
. Must have a demonstrated ability to productively manage a large staff of Information Technology professionals and to coordinate with business systems analysts for Enterprise systems and for operational systems development and operations. Specific and verifiable staff accomplishments and staff achievement is required.
. Must have a demonstrated ability to conduct successful negotiations, demonstrating a knowledge of negotiating skills and a personal demeanor and conduct appropriate for a senior Information Technology manager.
. Must have a demonstrated ability to manage vendors and consultants in accordance with Enterprise objectives regarding intellectual property development, utilization of non-Tri State resources and
. Must have a demonstrated ability to communicate effectively with internal and external staff of varied disciplines, resolve disputes and create collaborative approaches to solution development. Verbal and writing skills are important qualifications.
. Must have a demonstrated ability to prepare and deliver technical and non-technical presentations to staff, customers, clients and Board of Directors. Such qualifications are mandatory and must be verifiable.
. Must have a demonstrated willingness and ability to work in team environments. Must also demonstrate ability to foster team building with the Tri-State organization. Demonstrable ability to develop key personnel.
. Must possess knowledge of current technology and trends affecting Information Technology; operational technologies and related government regulations.
. Must be capable of efficiently and effectively organizing the resources available in the most cost effective manner and cognizant of the interrelationships existing between functional areas.
